Responsibilities

Key Responsibilities MAJOR RESPONSIBILITIES Partnering Capabilities and Policy Implementation (25%) Support SLT in the socialization and implementation of the Working with Partners policy across the office and all teams. Develop, contextualize, and maintain office partnering guidelines and procedures across all departments and programmes in collaboration with relevant leadership. Facilitate the assessment of partnering capabilities within the office (e.g. using the Partner of Choice process or Partnership Scorecard). Support the development of the Partnership Business Plan and support the Senior Leadership Team in coordinating the implementation of partnership action plans. Work with senior leadership to strengthen partnership strategies that foster partnership effectiveness, quality, and business value. Coordinate periodic reviews of partnering guidance and processes, incorporating feedback from staff and partners to ensure ongoing alignment with policy, strategy, and emerging best practices End Results Working with Partners policy consistently understood and applied across all departments and programs. Contextualized partnering guidelines and procedures approved, current, and operationalized within the National Office. Partnering capability gaps and strengths systematically identified through standardized assessments, informing targeted improvement actions. Partnership Business Plan developed, costed, and implemented, with measurable progress against agreed action plans. Partnership strategies strengthened to deliver measurable improvements in effectiveness, quality, and shared value creation. Partnering systems and processes periodically reviewed and improved based on evidence, feedback, and emerging best practices. Technical Support and Capacity Strengthening on localization and partnership (20%) Provide technical support and guidance to the National Office in applying partnering policies and the office guidance on issues related to localization and partnerships Support National Office in the design and implementation of the initiatives/projects that help to advance the localization agenda/strategy Support the development and review of partnership agreements (including MOUs and sub-grant agreements) to ensure alignment with core principles, standards, and procedures. Support the mapping and strategic management of partnerships at all levels and across sectors (for all lines of programming). Support operations in ongoing partner capacity strengthening: including assessments, co-developing tailored capacity strengthening plans with partners, and monitoring progress. End Results National Office and field teams consistently applying localization and partnering policies, tools, and guidance in programme implementation. Localization initiatives and projects designed and delivered in alignment with the Tanzania NO localization strategy and global commitments. Partnership agreements (MOUs and sub-grants) compliant with World Vision standards and clearly articulating roles, value, and accountability. Strategic partnership portfolio mapped, analyzed, and managed to optimize coverage, complementarity, and impact across sectors. Partner capacities strengthened through structured assessments, jointly developed capacity plans, and monitored progress against defined benchmarks. Oversight of Localization indicatives, Compliance, and Partnership and Risk Management (20%) Ensure Partnering Procedures and associated tools and processes (BPS, due diligence, safeguarding, capacity assessments) are consistently applied in all partnership development. Coordinate due diligence and Organizational Capacity Assessment (OCA) processes in collaboration with the partnering committee or team; consolidate findings and share validated reports with relevant managers. Support development of Partnership Agreements including partnership risk management plans; where necessary support implementation and reviews to adjust based on partner performance, evolving context, and emerging risks.Work closely with other team members and ensure internal processes are handled at its perfection End Results Partnering Procedures, due diligence, safeguarding, and capacity assessment tools consistently applied across all partnerships. Due diligence and Organizational Capacity Assessments completed on time, with validated findings informing leadership decisions. Partnership agreements incorporating clear risk management plans, mitigation measures, and performance expectations. Partnership risks proactively monitored and managed, resulting in reduced compliance, fiduciary, and reputational exposure. Internal coordination and workflow efficiency improved, ensuring timely and compliant partnership management processes. Monitoring, Evaluation, and Learning (15%) Support the development of high-quality learning pieces on localisation and partnership, in collaboration with PQS and operations teams. In close collaboration with the SLT, represent the national office at local and international localization and partnership coordination meetings and spaces Influence policies and practices that promote localization including through stakeholder meetings and advocacy briefs. Provide support to the national office and field offices on national and field-level advocacy efforts relating to localization. Support local partners to lead and participate meaningfully in national and international forums and events. Organize and facilitate learning forums to promote exchange of best practices in partnering networking, collaboration, and sub-granting. Support teams in annual partnership performance and health checks to support continuous improvement in partnership quality and effectiveness. Develop organisational learning and performance resources on localization and partnership and support their roll-out. End Results High-quality learning products on localization and partnership generated and used to inform strategy, practice, and decision-making. National Office effectively represented and contributing to national, regional, and global localization and partnership platforms. Policies, practices, and stakeholder engagement influenced to advance localization priorities and partner leadership. Staff and partners supported to engage in evidence-based advocacy related to localization. Local partners enabled to meaningfully lead and participate in national and international forums. Annual partnership performance and health checks completed, with clear actions implemented to improve partnership quality and results. Organizational learning resources on localization and partnership developed, rolled out, and embedded in practice. Knowledge Management and Systems (10%) Develop and manage a partner database and dashboard, ensuring proper electronic filing and storage of all partnership documentation. Establish and maintain an online knowledge-sharing platform for partners to access resources and share insights. Ensure documentation of partnering-related materials, success stories, and learnings, in line with office guidelines and data management standards. Support the documentation and sharing of success stories, best practices, and lessons learnedfrom partnership experiences. End Results Comprehensive and up-to-date partner database and dashboard supporting evidence-based decision-making. Functional online knowledge-sharing platform established and actively used by partners and staff. Partnership documentation systematically maintained in compliance with data management and audit standards. Success stories, best practices, and lessons learned documented and shared to drive continuous improvement and innovation. Internal WV processes (10%) Ensure compliance to Partnership and WVT standard’s (LDRs, Performance Agreements, Performance Reviews, Online Training, Our Voice Survey etc) Complete grant-associated trainings Ensure other team members adhere to the compliance standards with WV End Results Full compliance with World Vision Tanzania and WVI standards, policies, and accountability requirements. All mandatory and grant-related trainings completed within required timelines. Improved compliance culture and accountability among staff involved in partnership management. Assurance provided to leadership that partnering and localization work meets World Vision quality, risk, and compliance expectations
